one of the most clever hidden features in chrome imo is that when you click "never translate (language)" on that dialog it quietly adds that language to your Accept-Language list
(arguably a privacy concern, but if you're worried about websites knowing which languages you speak then you're probably worried about google translating your web sites too and you disabled the translation feature entirely)
